Prime Minister Calls on WIPO to Support Science and Technology Development - Bringing Vietnam into the Global Innovation Top 30 by 2045

On September 25 in Hanoi, Prime Minister Phạm Minh Chính received Mr. Daren Tang, Director General of the World Intellectual Property Organization (WIPO). The meeting took place as Vietnam is implementing breakthrough policies to promote science, technology, and innovation, with the goal of making innovation a key driver of growth and sustainable development.

At the meeting, the Prime Minister called on WIPO to continue accompanying and supporting Vietnam in enhancing the efficiency of investment in science and technology, promoting the commercialization of research outcomes, and developing high-tech industrial, service, and urban zones. The reception highlighted that intellectual property is a strategic tool for Vietnam to unlock and leverage its creative potential, generate added value, and enhance national competitiveness.

Prime Minister Phạm Minh Chính affirmed that Vietnam aims to significantly improve its position in the Global Innovation Index (GII): from the current 44th place, striving to enter the Top 40 by 2030 and the Top 30 by 2045. This is not just about rankings, but a strong commitment of the Government to prioritize the development of science, technology, innovation, digital transformation, the green economy, and the knowledge economy. These goals are tied to the strategy of rapid and sustainable GDP growth, oriented toward two key national milestones in 2030 and 2045.

To realize this vision, Vietnam has been implementing a number of key measures:

  • Issuing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and digital transformation;
  • Strongly investing in modern, synchronized science and technology infrastructure;
  • Training and developing high-quality human resources;
  • Improving state governance and promoting international cooperation in science, technology, and intellectual property.

In addition, the Prime Minister requested WIPO’s support in developing Vietnam’s cultural and creative industries, thereby spreading heritage values, stimulating youth creativity, and meeting the increasing demands of the public. He also emphasized the importance of raising public awareness, especially among younger generations, about the role of science, technology, innovation, and intellectual property in national development and in addressing global challenges such as climate change.

For his part, WIPO Director General Daren Tang praised Vietnam’s strong political commitment and forward-looking vision. He noted that, compared to many countries with similar development conditions, Vietnam stands out as a model in innovation, scientific and technological progress, and human capacity development. He also stressed that innovation in Vietnam is not only concentrated in Hanoi and Ho Chi Minh City but is spreading strongly to other localities with the emergence of startups and creative technology enterprises.

WIPO affirmed that it will strengthen cooperation and expand support activities as proposed by the Vietnamese Government. The organization’s leader expressed confidence that Vietnam will continue to assert its pioneering role among emerging economies, becoming an innovation model for WIPO to showcase to the international community.

With a clear strategic direction, international support, and persistent domestic efforts, Vietnam is steadily consolidating its position on the global innovation map, affirming the intelligence, determination, and aspiration of the nation in the knowledge era.
